Technology and computing devices may be eligible for cost reimbursement from the Comprehensive Housing Counseling (CHC) grant, but only provided that certain conditions are met.
Eligibility is governed by the CHC Grant Agreement and the Uniform Guidance (See 2 CFR §§ 200.403-405, 412- 414, and 453). First, the costs must be incurred pursuant to an eligible activity in the NOFA and CHC Grant Agreement. For instance, purchasing a CMS system or computers that will be used to manage client files are connected to the eligible activity of Housing Counseling. Second, the costs must meet the reasonableness standards, which require that items purchased must be ordinary and necessary for the operation of the grantee’s housing counseling program. Additionally, the cost may not exceed that which would be incurred by a prudent person. Finally, if the grantee will be using the item purchased for activities other than for its housing counseling program, the grantee must provide an allocation methodology that properly divides the proportional benefit across its different programs.
