What is the process for a Lender with Lender Insurance (LI) authority to submit a case binder for a Post Endorsement Technical Review (PETR)?

Lenders with Lender Insurance (LI) authority must submit the case binder to the Jurisdictional Homeownership Center (HOC), or other HUD office as identified in the notice, when requested.  FHA requests the case binder through a daily email notification to the lender’s contact person.

The LI lender must submit the case binder within 10 business days of the request. If approved to submit electronic Case Binders (eCBs), the LI lender must submit the eCB through the FHA Connection (FHAC) Insuring, Underwriting Report and Lender Letter screens.  If an electronically-maintained case binder is requested, the lender must follow the requirements in the eCB Developer’s Guide.

Requested case binders may be viewed from the FHAC Binder Selection Screen available on the Origination Case Processing Menu. Reviewing this list on a daily basis will keep your company informed of HUD's case binder submission requirements.  Applicable addresses for submitting case binders to the requesting HUD office can be found on this page by clicking on the "Submit Binder To" link on the FHAC Case Binder Selection Screen.
